About the Role
We are looking for an experienced Commercial Manager to support the commercial, contractual, and financial management of major rail, electrical, and infrastructure projects in Singapore.
This role is suitable for candidates with strong experience in contract administration, tendering, cost control, variation management, claims administration, and final account settlement within construction, engineering, rail, M&E, or infrastructure project environments. The successful candidate will work closely with project, procurement, engineering, finance, and management teams to ensure sound commercial practices, effective contract management, and strong financial control throughout the project lifecycle.
This role will take ownership of the commercial function across both tender and project execution stages, and will play a key role in supporting project profitability, contractual compliance, and commercial risk management. The position offers the opportunity to contribute to large scale rail and infrastructure projects and to work in a dynamic environment involving clients, consultants, subcontractors, suppliers, and internal stakeholders.
Key Responsibilities
1. Commercial & Contract ManagementManage and administer project contracts in accordance with contractual terms, company policies, and project requirements.Review contract conditions, identify commercial and contractual risks, and advise project teams on key obligations, exposures, and mitigation measures.Support contract negotiations, amendments, clarifications, and correspondence with clients, consultants, subcontractors, and suppliers.Provide commercial guidance to internal teams on contract interpretation, entitlement, and commercial procedures.Monitor contractual compliance and ensure proper administration of key contractual provisions throughout the project lifecycle.Lead or support the resolution of contractual and commercial issues arising during project execution.
2. Tendering & Procurement SupportCoordinate and support tendering activities, including pre qualification, tender submissions, commercial evaluations, and tender clarifications.Review subcontractor and supplier quotations, commercial terms, pricing structures, and cost breakdowns.Support the preparation and evaluation of tender pricing, commercial proposals, and tender submission documents.Work closely with internal stakeholders to gather cost inputs, technical assumptions, and supporting documentation for tender submissions.Assist in identifying tender risks, exclusions, qualifications, and commercial considerations before submission.Support procurement related commercial evaluations to ensure competitiveness and alignment with project requirements.
3. Cost Control & Financial ManagementMonitor project costs, budget utilisation, cash flow, and overall commercial performance throughout the project lifecycle.Prepare and review payment claims, progress claims, subcontractor payments, and final accounts.Support cost forecasting, budget tracking, and financial reporting to management.Review cost implications of design changes, site instructions, variation works, and project developments.Work with project teams to ensure cost control measures are implemented and maintained effectively.Support management in monitoring project profitability, cost exposure, and financial performance across ongoing works.
4. Variations, Claims & Final AccountsManage variation orders, extension of time matters, and claims in accordance with contract provisions.Prepare, substantiate, evaluate, and negotiate variation claims and final accounts with clients, consultants, subcontractors, and relevant stakeholders.Maintain proper records, supporting documents, notices, and correspondence for commercial claims and dispute related matters where applicable.Support the resolution of contractual and commercial issues through negotiation, documentation, and internal coordination.Ensure timely submission and proper follow up of variation claims, payment claims, and final account matters.Assist in dispute avoidance and support dispute resolution processes where necessary.
5. Project Coordination & Stakeholder ManagementWork closely with project managers, engineers, procurement teams, finance teams, and site teams to ensure commercial alignment with project execution.Liaise with clients, consultants, main contractors, subcontractors, and suppliers on commercial and contractual matters.Support project audits, commercial reviews, internal reporting, and management presentations where required.Provide guidance and support to junior commercial or contract administration staff when necessary.Lead and mentor junior commercial or contract administration team members where applicable.Assist management in improving commercial processes, documentation standards, and reporting practices.
6. Compliance & DocumentationEnsure compliance with contract requirements, internal procedures, company policies, and applicable regulatory standards.Maintain proper documentation and records for contracts, variations, claims, payment matters, and commercial correspondence.Support project close out activities, including final account settlement, document compilation, and commercial handover documentation.Ensure commercial records are organised, complete, and properly maintained for audit, reference, and dispute support purposes.Ensure compliance with internal governance requirements and support management in maintaining strong commercial controls.
RequirementsDegree in Quantity Surveying, Building, Engineering, Business, Construction Management, or related disciplines.Minimum 5 to 8 years of relevant experience in commercial and contract management within construction, engineering, rail, M&E, infrastructure, or LTA related projects.Strong knowledge of contract administration, tendering processes, cost control, progress claims, variation management, claims administration, and final account settlement.Familiarity with standard forms of contracts commonly used in construction and infrastructure projects will be an advantage, including FIDIC, PSSCOC, LTA, or similar contract frameworks.Good understanding of commercial risk management, project financial control, and contract compliance.Strong analytical, negotiation, communication, and stakeholder management skills.Able to work independently and manage multiple stakeholders in a fast paced project environment.Proficient in Microsoft Excel, Word, and commercial reporting or documentation tools.Experience with ERP systems, cost tracking systems, or project commercial reporting tools will be an advantage.Ability to communicate effectively in English is required. Ability to communicate in Chinese will be an advantage for coordination with Chinese speaking stakeholders.Prior experience in a managerial or lead commercial role will be an advantage.
Preferred ExperienceExperience in rail, metro, MRT, power supply, electrical, M&E, or public infrastructure projects in Singapore.Familiarity with LTA project environments, authority submissions, and infrastructure project workflows.Experience in managing subcontractor accounts, main contract administration, and final account negotiations.Experience in handling contractual correspondence, variation assessments, and claims documentation in live project environments.Experience in tendering, procurement support, cost reporting, and commercial close out for large scale infrastructure projects.Prior experience in leading or supporting commercial teams will be an advantage.
