    We are seeking a dedicated and technically competent Project Engineer to support ongoing metro power supply system projects in Singapore.
    This role covers engineering design, procurement, and construction coordination of power supply and distribution systems, ensuring compliance with technical, safety, quality, and schedule requirements.

    Key Responsibilities
    1. Engineering & Technical Support

  • About the Role
    We are looking for an experienced Test & Commissioning Engineer/ Manager to lead the testing, commissioning, and system integration of metro power supply systems in Singapore.
    This role is suitable for candidates with strong experience in testing and commissioning of railway, metro, or electrical infrastructure systems, with solid technical knowledge in power supply systems, system integration, safety validation, and on site execution. The successful candidate will be responsible for managing all testing and commissioning activities, coordinating with internal and external stakeholders, and ensuring compliance with project requirements, safety standards, and regulatory expectations throughout the project lifecycle.
    The position offers the opportunity to play a key role in major rail infrastructure projects and contribute to the successful delivery, energisation, and handover of complex metro power systems.
    Key Responsibilities
    1. Testing & Commissioning ManagementLead and manage all testing and commissioning activities for metro power supply systems in accordance with project requirements, approved procedures, and delivery milestones.Plan, develop, and implement testing and commissioning procedures, method statements, schedules, checklists, and work sequences to support project execution and system readiness.Oversee the overall testing and commissioning strategy to ensure alignment with project timelines, technical requirements, and operational constraints.Ensure all testing and commissioning activities are carried out safely, effectively, and in accordance with approved documentation and applicable standards.
    2. System Integration & Technical CoordinationCoordinate system integration, functional testing, interface testing, and safety validation of electrical and power systems.Work closely with design, installation, operations, and project teams to resolve technical, interface, and commissioning issues.Support troubleshooting, defect rectification, and technical resolution during testing, energisation, and final acceptance stages.Ensure testing activities are properly coordinated across related systems, subcontractors, and stakeholders to achieve smooth and timely system integration.
    3. Site Supervision & Execution ControlSupervise test engineers, subcontractors, and site teams during on site testing and commissioning works.Manage manpower, resources, tools, and schedules to support timely completion of testing and commissioning activities.Monitor progress of site testing works and ensure all activities are carried out in compliance with project specifications, safety regulations, and approved procedures.Provide leadership and direction on site to ensure proper coordination, discipline, and quality control during testing and commissioning stages.
    4. Documentation, Compliance & HandoverReview, verify, and endorse testing and commissioning documentation, including test reports, inspection records, commissioning records, punch lists, and handover documents.Ensure all testing activities comply with project specifications, safety regulations, authority requirements, and relevant international standards.Maintain proper records of testing activities, defects, rectification status, and system readiness for reporting and final handover purposes.Support final acceptance testing, handover documentation, and system close out activities to ensure successful project completion.
    RequirementsBachelor’s Degree or above in Electrical Engineering, Power Systems, or a related discipline.Candidates with around 3 to 8 years of relevant experience may be considered for the Engineer position.Candidates with more extensive experience in testing and commissioning management, system integration, and team supervision may be considered for the Manager position.At least 5 years of supervisory or managerial experience will be required for candidates being considered for the Manager role.Proven experience in metro or railway power supply systems is required.Strong understanding of electrical power system design, testing methodologies, system integration, and safety standards.Good knowledge of testing and commissioning procedures, defect management, energisation processes, and final handover requirements.Strong leadership, coordination, planning, and problem solving skills.Good communication and report writing skills in English. Mandarin will be an advantage for coordination with Chinese speaking stakeholders.Able to work independently and manage multiple stakeholders in a fast paced project environment.Willing to work at project sites and manage on site operations when required.Singaporean / WP / EP candidates are welcome

    This role is suitable for candidates with strong experience in contract administration, tendering, cost control, variation management, claims administration, and final account settlement within construction, engineering, rail, M&E, or infrastructure project environments. The successful candidate will work closely with project, procurement, engineering, finance, and management teams to ensure sound commercial practices, effective contract management, and strong financial control throughout the project lifecycle.
    This role will take ownership of the commercial function across both tender and project execution stages, and will play a key role in supporting project profitability, contractual compliance, and commercial risk management. The position offers the opportunity to contribute to large scale rail and infrastructure projects and to work in a dynamic environment involving clients, consultants, subcontractors, suppliers, and internal stakeholders.
    Key Responsibilities
    1. Cost Control & Financial ManagementMonitor project costs, budget utilisation, cash flow, and overall commercial performance throughout the project lifecycle.Prepare and review payment claims, progress claims, subcontractor payments, and final accounts.Support cost forecasting, budget tracking, and financial reporting to management.Review cost implications of design changes, site instructions, variation works, and project developments.Work with project teams to ensure cost control measures are implemented and maintained effectively.Support management in monitoring project profitability, cost exposure, and financial performance across ongoing works.
    4. Variations, Claims & Final AccountsManage variation orders, extension of time matters, and claims in accordance with contract provisions.Prepare, substantiate, evaluate, and negotiate variation claims and final accounts with clients, consultants, subcontractors, and relevant stakeholders.Maintain proper records, supporting documents, notices, and correspondence for commercial claims and dispute related matters where applicable.Support the resolution of contractual and commercial issues through negotiation, documentation, and internal coordination.Ensure timely submission and proper follow up of variation claims, payment claims, and final account matters.Assist in dispute avoidance and support dispute resolution processes where necessary.
    5. Project Coordination & Stakeholder ManagementWork closely with project managers, engineers, procurement teams, finance teams, and site teams to ensure commercial alignment with project execution.Liaise with clients, consultants, main contractors, subcontractors, and suppliers on commercial and contractual matters.Support project audits, commercial reviews, internal reporting, and management presentations where required.Provide guidance and support to junior commercial or contract administration staff when necessary.Lead and mentor junior commercial or contract administration team members where applicable.Assist management in improving commercial processes, documentation standards, and reporting practices.
    6. Compliance & DocumentationEnsure compliance with contract requirements, internal procedures, company policies, and applicable regulatory standards.Maintain proper documentation and records for contracts, variations, claims, payment matters, and commercial correspondence.Support project close out activities, including final account settlement, document compilation, and commercial handover documentation.Ensure commercial records are organised, complete, and properly maintained for audit, reference, and dispute support purposes.Ensure compliance with internal governance requirements and support management in maintaining strong commercial controls.
    RequirementsDegree in Quantity Surveying, Building, Engineering, Business, Construction Management, or related disciplines.Minimum 5 to 8 years of relevant experience in commercial and contract management within construction, engineering, rail, M&E, infrastructure, or LTA related projects.Strong knowledge of contract administration, tendering processes, cost control, progress claims, variation management, claims administration, and final account settlement.Familiarity with standard forms of contracts commonly used in construction and infrastructure projects will be an advantage, including FIDIC, PSSCOC, LTA, or similar contract frameworks.Good understanding of commercial risk management, project financial control, and contract compliance.Strong analytical, negotiation, communication, and stakeholder management skills.Able to work independently and manage multiple stakeholders in a fast paced project environment.Proficient in Microsoft Excel, Word, and commercial reporting or documentation tools.Experience with ERP systems, cost tracking systems, or project commercial reporting tools will be an advantage.Ability to communicate effectively in English is required.
