  • Hua Mei Training Academy (HMTA) is seeking an experienced Assistant Director to support the Executive Director in the overall leadership and management of the Academy. This role plays a critical part in driving sustainable growth, operational excellence, and high‑quality programme delivery across business development, programme management, operations, and curriculum development.
    Working closely with internal teams, subject matter experts, government agencies, and external partners, you will help ensure that HMTA’s programmes remain relevant, compliant, and impactful in support of workforce development in the care and community sector.

  • Senior Manager, Curriculum Development  

    - Singapore

    About the RoleThe Senior Manager leads the curriculum development team to conceptualize the masterplan for building the curriculum design and development capabilities in Hua Mei Training Academy (HMTA).
    He/ She will drive the adoption of a standardized curriculum design model and blueprint (working in tandem with our subject matter experts - SMEs) to guide the curriculum development work in a consistent manner across the company.
    Reporting to the Assistant Director, he/she will work with the Marketing team to identify training development opportunities for the Intermediate and Long-Term Care (ILTC) sector - including reviewing landscape analysis of the ILTC training resources, needs, stakeholders and opportunities.
    ResponsibilitiesProvide mentoring and curriculum leadership to the team responsible for the full spectrum of curriculum development ranging from needs analysis to curriculum planning and development, instructional design, and methodologies.Formulate and promulgate relevant frameworks to improve formal learning and ensure that the curriculum development standards in the HMTA align with industry practices and trends.Analyse, evaluate, and improve the quality of learning, curriculum and learning designs in terms of effectiveness, efficiency and engagement (i.e. Quality Assurance).Adopt research-based assessments and pedagogical approaches and evidenced-based practices to develop relevant and customized curriculum and assessment programs.Oversee the leadership and management of qualified trainers and curriculum developers to ensure contents and delivery are aligned with the Academy and Foundation’s philosophy and requirements.Provide specialist advice to liaise and network with trainers and instructors to ensure that vocational learning standards are relevant and market driven.Lead the development of effective blended learning based on e-learning, classroom-based training and workplace learning to support HMTA’s direction.Promote critical thinking among learners and show commitment to professional development and lifelong learning.Collaborate effectively with key stakeholders and subject matter experts (SMEs) to understand the needs of the course objectives tailored for specific roles in nursing, care management and other clinical disciplines.Keep in close contact with SMEs, stakeholders, and sector partners to determine upcoming training needs and to develop high quality content to meet these needs.Constantly appraise the curriculum to determine subject matter relevance sectoral needs and other training institutes’ programs, and to revamp when necessary to ensure best-in class training quality and standards.Create instructional graphics, the user interface and programmes to ensure excellent learning experience.Maintain project documentation and course folders.
    QualificationsPossess a bachelor’s degree in Curriculum Development/ Instructional Design or equivalent, preferably with at least 5 years of experience in curriculum/ learning design.Possess a WSQ Diploma in Adult and Continuing Education (DACE)/ WSQ Diploma in Design and Development of Learning for Performance (DDDLP).Familiar with a range of curriculum design models and learning design principles and methodologies.3 years of work experience in a mentoring and curriculum leadership role managing the full spectrum of curriculum development ranging from needs analysis to curriculum planning and development, instructional design, and methodologies.Experience with SkillsFuture Singapore (SSG) and/or AIC‑funded programmes is an advantage.Being keenly attuned to the changing and emerging educational needs, methodologies and learning technologies.Proficient in English and Mandarin; understanding of local dialects is an advantageProficiency in learning management systems and educational technology.

    The Deputy Director, Community for Successful Ageing (ComSA) is a hands-on strategic leadership role who is responsible but not limited to develop and implement strategies, fostering partnership and collaboration, building Integrated Service Model, overseeing community outreach programmes to achieve Tsao Foundation’s mission and values.
    Strategy Development and Implementation:Developing and implementing strategies designed to support the well-being of older adults within the community. This may include initiatives to improve healthcare access, physical activity, mental health, social inclusion, and life-long learning opportunities.Develop and implement new service programs or enhancements to existing ones based on the needs of the community served. This could involve innovative service delivery methods, exploring new funding opportunities, or implementing technology to improve service delivery.Partnership and Collaboration:The Deputy Director works with local and regional organisations to promote and develop programs and services for older adults. This includes fostering partnerships with government entities, healthcare providers, non-profit organisations, and other relevant stakeholders.Strengthen existing partnerships and establish new partnerships to reach and engage with a wider range of community networks.Building Integrated Service Model (ISM):Identifying integration challenges, demonstrating outcomes from a cumulated service model of COMSA, and finding the right technology to integrate the various components [an integrated platform that links clinical and social elements].Research and Development Champion:Responsible for staying up to date with the latest research on ageing and incorporating relevant findings into their strategies and programs. Conducts regular assessments of the COMSA's integrated programmes to determine their effectiveness and efficiency. This involves analysing program performance data, identifying areas for improvement, and implementing solutions to enhance program outcomes.Community Outreach:Engage with the community, including older adults and their families, to understand their needs and preferences. Oversee campaigns to raise awareness about available resources and programs and gather feedback to inform future strategies.Communication:Act as a representative of the organisation, liaising with the public, the media, and other organisations regarding COMSA.Entrepreneurial Innovation:Exploring innovative, entrepreneurial solutions to enhance service delivery and financial sustainability for the programmes. This could involve leveraging technology, developing new business models, or creating partnerships with other stakeholders.Budgeting and Resource Allocation:This role often includes the oversight of financial aspects of all programmess; including the preparation and management of budgets, fundraising, and ensuring the effective use of resources.
    Requirements:A bachelor's degree in healthcare administration, social work, gerontology, public health, nonprofit management, or a related field (master's degree preferred).Minimum of 10 years of relevant experience in program management and community engagement, with a focus on ageing-related initiatives.Proven leadership experience in non-profit operations, preferably in the community care/ elder care.Strong understanding of the needs and challenges faced by older adults and a passion for improving their quality of life.Excellent leadership and team-building skills, with the ability to motivate and inspire staff and volunteers.Exceptional communication and interpersonal skills.Proficiency in data analysis and reporting is a bonus.Knowledge of local policies and programs related to Community for Successful Ageing is essential.Strategic thinker with the ability to translate vision and mission into actionable plans.Excellent communication and interpersonal skills to interact effectively with staff, clients, and external stakeholders.
