  • Report to Head of Operations / Senior Operations Manager. Responsible for the overall management of the Mechanical & Electrical (M&E) operations to meet Grade A commercial building standards.
    Responsibilities
    Develop and implement Standard Operating Procedures (SOPs) and departmental Business Continuity Plan (BCP) to improve operational efficiency and productivity.Develop plans and manage daily operations for One Raffles Place to ensure excellent standards are achieved and requirements are met according to agreed service levels.Engage and align all stakeholders with clear, results-oriented communication.Lead and supervise M&E team and Outsourced Service Providers.Liaise with government authorities and consultants to ensure full compliance with building and statutory requirements/regulations.Implement safety and health measures in strict compliance with the WSH Act and all relevant regulatory requirements.Manage capital replacement works, asset enhancement initiatives and maintenance repair/replacement whenever assigned.Perform any ad-hoc duties or assignments as assigned by Management.Review contracts' specifications to ensure cost effectiveness and competitiveness.
    OPEX / CAPEXPrepare and conduct tender exercises for OPEX/CAPEX works such as replacement, upgrading or redevelopment works and manage such works according to timelines.Prepare approval papers for OPEX/CAPEX requests.Prepare budgets for OPEX/CAPEX works and manage the annual maintenance/expenditure within approved budget.
    Mechanical & ElectricalManagement of Mechanical & Electrical (M&E) and monitoring of outsourced service providers.Administer all contractual obligations and timely renewal of maintenance contracts for all M&E-related works.Evaluate the work quality of outsourced service providers and ensure that a high standard of maintenance and operational efficiency of the buildings are achieved at the agreed service levels.Manage outsourced service providers and monitor processes that support the core business of the organisation.
    Preventive Maintenance and Improvement:Develop and implement M&E emergency plans.Develop building rectification & preventive programmes while leading assigned ad-hoc projects.Develop, recommend and implement building improvement strategies.Identify defects or irregularities and follow up on rectification works.Manage, execute, and oversee all aspects of building inspections.Plan and organise preventive maintenance for all M&E-related works.
    Tenant ManagementCoordinate effectively and efficiently with other departments and manage repair and maintenance checks/schedules on M&E matters.Manage fit-out and reinstatement works to ensure compliance with established guidelines.Oversee tenant and public feedback, ensuring prompt resolution of all requests.
    Requirements
    Degree in Engineering, Real Estate, Facilities Management or a related field.Min 5 years of managerial experience in real estate/property management, with a focus on large commercial/retail buildings.Able to read and understand design and/or maintenance of M&E equipment and systems used in commercial buildings.Good knowledge in Green Mark criteria and/or WSH-bizSAFE requirements will be an advantage.Good knowledge of statutory requirements/codes of practice/regulations on building services, facility operations, maintenance and safety.Strong written and verbal communication skills.Preferably able to start work within short notice.

  • Assist the Operations Manager to oversee the Security & Building Services (SBS) operations. The incumbent is responsible for the overall management of our Grade A office building, ensuring high service quality and facilities for our tenants.
    Responsibilities
    Administer all contractual obligations and timely renewal of maintenance contracts.Assist to prepare budgets for OPEX/CAPEX works.Assist to draft approval papers for OPEX/CAPEX requests.Carry out duties of a Site Incident Controller during emergencies.Communicate effectively within the team and with internal & external stakeholders to achieve their assigned KPIs.Conduct building inspections, coordinate preventive maintenance for all facilities-related works.Conduct tender exercises for OPEX/CAPEX works such as replacement, upgrading or redevelopment works and manage such works according to timelines.Ensure compliance with building and statutory requirements/regulations.Ensure safety and health procedures are in place according to WSH Act and other prevailing laws/regulations.Execute capital replacement works, Asset Enhancement Initiatives and maintenance repair/replacement as assigned.Identify equipment, process and procedural changes to minimise fire and workplace hazard.Implement facilities-related emergency plans.Implement initiatives and programmes to eliminate fire occurrences and workplace incidents and enhance standards.Implement plans and supervises daily operations to ensure excellent standards are achieved and requirements are met according to agreed service levels.Implement policies to improve operational efficiency and productivity.Implement Standard Operating Procedures (SOPs) and departmental Business Continuity Plan (BCP).Liaise with government authorities and consultants on regulatory requirements.Supervise a team of service providers and their processes that support the core business of the organization.Supervise the work quality of service providers to ensure a high standard of maintenance and operational efficiency of the buildings is achieved at the agreed service levels.Review contracts' specifications to ensure cost effectiveness and competitiveness.Review internal stakeholders' workplace activities and risk assessment to ensure compliance with internal policies and external legal requirements, including MOM WSH regulations and standards or any other relevant sectorial guidelines.Train and improve the effectiveness of the Company Emergency Response Team.
    Requirements
    Degree / Diploma in Real Estate, Property Management, Facilities Management, or a related field.Min 2 years of experience in estate/property management. Experience in large commercial or retail buildings.Experience in contract, vendor, security and carpark management. Familiar with Fire Safety ManagementFamiliar with statutory requirements on building services, facility operations, maintenance and safety.Ability to read and understand technical/structural drawings, e.g. as-built drawing will be an added advantage.Ability to take on the role of CERT SIC, Environmental Control Officer (Specified Premises) [ECO(SP)] will be an added advantage.Strong written and verbal communication skills.

    - Downtown Core

    Report to Head of Operations to oversee the Mechanical and Electrical (M&E), Building Services & Tenant Management (BSTM) and Security & Building Services (SBS) Operations. As a Senior Operations Manager, you will lead strategic initiatives to drive operational excellence, oversee departmental operations and ensure alignment with business objectives for our Grade A commercial building with Green Mark standards.
    Responsibilities

    Requirements
    Degree in Real Estate, Property Management, Facilities Management, or a related field.Min 10 years of managerial experience in estate/property management, engineering and hands-on experience in managing large commercial/retail buildings.Proven ability to guide and lead teams, with a forward looking approach.Ability to read and understand technical/structural drawings, e.g. as-built drawing.Certified Green Mark Facilities Manager with experience in managing Green Mark building will be an advantage.Experience in contract, vendor, security and carpark Management.Familiar with statutory requirements on building services, facility operations, maintenance and safety.Strong written and verbal communication skills.
