SUMMARY OF THE ROLE We are seeking a detail-oriented Executive with strong analytical and critical thinking abilities to join the Healthcare Scholarship & Talent (HST) team. This role requires someone who is analytically strong, comfortable working with numbers and datasets, and able to translate analysis into clear operational or policy recommendations. Database & Analysis Manage and analyse scholars’ academic results, performance data and bond-related data. This includes putting up regular reports and dashboards on key indicators to support decision-making. Perform reconciliation of processed claims and prepare quarterly charge-out reports for stakeholders, ensuring completeness, accuracy, and timeliness. The incumbent will support the HRIS Team Lead to oversee the HRIS platform, which supports multiple entities, including change requests management arising from policy updates and system enhancement. He/She will ensure the seamless delivery of services to both internal and external stakeholders. Reporting to the Audit Manager, the Executive/ Senior Executive assists in the compliance audits, including but not limited to MediSave and CHAS schemes, to confirm the adherence to guidelines and regulations prescribed by Ministry of Health (MOH) and professional bodies. SUMMARY OF THE ROLEThe incumbent will support the implementation of healthcare manpower strategies and measures for Singapore's public healthcare sector under the Healthcare Manpower Division.
JOB OVERVIEWThe incumbent will be able to contribute to the growth and sustainability of the public healthcare sector through scholarship management, outreach programmes and other initiatives.
JOB REQUIREMENTSA. Career Conversion Programme Management:
Reviewing policies and workflows for Career Conversion Programme (CCP) to streamline and improve processes for funding parties/trainees. E.g. standardization of training allowance calculation, implementation of liquidated damages recovery workflow, etc.Managing financial aspects of the CCP, including grant administration, budget planning and expenditure monitoring.Reviewing and processing CCP payments/claims and disbursement of On-the-Job Training funds. E.g. Collection and submission of documents, computation of sponsorship costs, etc, for CCP funding parties.Organizing and conducting various briefings, including pre-course information and enquiry sessions and CCP workgroup meetings for all stakeholders.Managing application processes for CCP. E.g. Scheduling interviews, collection of trainee and sureties’ documents, facilitating signing of agreement, payment of course fees to Institute of Higher Learning (IHLs), and disbursement of allowance/transition bonuses to trainees.Assessing suitability of candidates for the CCP program as part of the interview panel.Liaising with sponsoring employers to coordinate on-boarding processes. E.g. medical checks, reference checks, calculation of allowance for trainees before they commence course. Providing counselling and support services to trainees.Tracking employment of all in-service trainees.Computing and recover liquidated damages for bond breakers.Drafting replies to appeals from applicants. Prepare reports on programme.
B. Return to Nursing Programme Management: Develop and implement outreach strategies to re-engage former nurses.Administer and manage the programme, including providing counselling to candidates and trainees.Supervise grant management and fund disbursement.
JOB REQUIREMENTS Education Requirement(s):Degree or Minimum Diploma holder, in Business or other relevant fields such as Arts and Social Sciences preferred.
Experience:Years of experience - at least 4 years working experience, preferably in scholarship/sponsorship projects.

SUMMARY OF THE ROLE You will support NMRC’s finance and grant administration functions and assist in the processing of financial transactions that include grant claims, supplier invoices and reviewer honorarium payments as well as grant claims system data migration and other assigned duties.
JOB RESPONSIBILITIESAssist to create new vendor accounts in SAP system. Check bank accounts are valid and update vendor records.Create payment transactions using the SAP.Provide support in grants administration processes that include performing checks on non-fundable items in claim forms, following up with institutions’ finance on sampling checks, downloading claim forms and updating payment details in the financial systems.Assist in proper maintenance of grant and payment records.

Operating at the intersection of business, technology, and governance, the role shifts DAO from a traditional analytics delivery function into a value co‑creation and enablement partner, ensuring that data, analytics, and AI are embedded, scalable, trusted, and aligned with the overall MOHH strategy.
DutiesEnterprise Data, Analytics & AI Strategy
a. Define, own, and execute the Data Analytics Office (DAO) strategy to support MOHH’s transformation into a data‑driven, AI‑enabled organization. b. Translate MOHH’s overall strategy and system‑wide priorities into clear data, analytics, and AI focus areas, roadmaps, and investment choices. c. Continuously scan and respond to external developments in analytics and AI to ensure DAO priorities remain relevant, pragmatic, and value‑driven.
Data Foundation & Governance Leadership
a. Establish and strengthen enterprise‑wide data foundations as a strategic asset, including data governance, data engineering, data models, and quality standards. b. Ensure strong data ownership, stewardship, and accountability are embedded into new systems, initiatives, and governance structures across MOHH. c. Balance innovation and experimentation with trust, reliability, and responsible use of data and AI.
Embedded Analytics & AI Value Creation
a. Drive the embedding of analytics and AI into core business workflows and systems, moving beyond standalone dashboards or pilots. b. Partner closely with business divisions, the Tech Office, and vendors to co‑design end‑to‑end solutions that integrate process change, analytics, and AI. c. Oversee the development and actualisation of analytics and AI initiatives to ensure delivery of measurable business and organisational outcomes.
Enablement & Capability Building
a. Build sustainable analytics and AI capabilities across MOHH, focusing on enablement, advisory, and co‑ownership. b. Champion the development of a strong community of citizen data and AI practitioners supported by platforms, standards, guardrails, and learning pathways. c. JOB REQUIREMENTSEducation & Professional Background
a. Bachelor’s degree in a relevant discipline or a related quantitative / technology field. b. Minimum of 10–15 years of relevant experience in data, analytics, AI, digital, or technology‑enabled transformation roles, with significant leadership responsibility at the enterprise or function‑head level. c. Demonstrated experience leading organisation‑wide data, analytics, or AI initiatives, preferably in complex, regulated, or large‑scale environments.
