SummaryReporting to the Head of Sales Department in Singapore, the role provides hands on introduction to Global Markets and a unique insight into how the largest clients in the world manage their FX and Interest Rate risk.
ResponsibilitiesSupport our Senior Sales for pre-trade activities like trade simulations, drafting internal approval memos, assisting in reviewing transactional and project document. Procurement Process ManagementSource and evaluate vendors, products, and services with the use of RFP/RFQ/ procurement strategies, to align with the bank's technology strategy and business needsNegotiate contracts T&Cs, pricing, and service level agreements with technology vendors to ensure optimal valueCollaborate with internal teams, business units, and stakeholders to understand procurement needs, identify requirements/ specifications and ensure alignment with organizational goalsManage the complete procurement lifecycle from requisition to delivery, 3-way match payment, implementation and vendor service quality reviewMaintain accurate procurement documentation, tracker and records for audit purposesConduct market research to identify emerging technologies and cost-saving opportunitiesEnsure compliance with banking regulations, internal procurement policies, and industry standards 2. Vendor ManagementDevelop and maintain relationships with key technology suppliers and partnersMonitor and evaluate vendor performance against contractual obligations and SLAs, addressing any issues that may ariseSupport internal teams, business units, and stakeholders in vendor management activities
3. Contract ManagementDraft, review, and manage contracts, change requests, SOWs and addendums, with suppliers, ensuring compliance with company policies and legal requirements.Work with legal to finalize contracts with selected vendors, ensuring compliance with organization policies and legal requirements.
4. Vendor Onboarding & Third-Party Risk Management (TPRM)Responsible for timely coordination with internal stakeholders and vendors for Vendor Onboarding and the TPRM processCoordinate with Risk, Outsourcing & various departments to ensure risk assessments, tracking of risks are captured on internal toolsConduct vendor due diligence, risk assessments, and compliance reviews covering TPR, data risk, MAS outsourcing and EU DORA guidelines
QualificationsBachelor's degree in Business, Commerce, Information Technology, or related field3+ years of procurement experience, preferably 1-2yrs in banking/regulated servicesKnowledge of banking industry regulations and compliance requirements (e.g. MAS658, DORA)Experience with P2P Process, contract management, and vendor relationship managementUnderstanding of IT infrastructure, data centres, software licensing models, and technology servicesStrong analytical skills with ability to evaluate complex proposals and contractsExcellent negotiation and communication skills

Summary of PositionProcurement Specialist - contract position
Procurement Specialist is responsible for assisting the Head of Procurement ISAP in managing the procurement process in ISAP for various IT goods and services, ensuring cost-effectiveness, quality, and timely delivery. This role involves collaborating with all managers of ISAP and external vendors, negotiating contracts, and maintaining procurement records. The role is responsible for ensuring all procurement activities are compliant with signed contracts and agreed terms and conditions. The position will engage support from functional subject matter experts (eg, legal, risk management, finance) as appropriate. The ideal candidate will have experience in procurement, strong analytical skills, and the ability to work in a fast-paced environment.
Main responsibilities
Sourcing and Supplier Management:Identify, evaluate, and select suppliers based on quality, cost, and delivery capabilities.Conduct regular supplier performance evaluations and address any issues that arise.
Procurement Process Management:Manage the end-to-end procurement process, including issuing purchase orders, tracking orders, and ensuring timely delivery.Negotiate pricing, terms, and conditions with suppliers to achieve the best value for the organization.Work with internal stakeholders to understand procurement needs and ensure alignment with organizational goals.Manage RFI/RFQ/RFP process Collaborate with CACIB stakeholders to identify procurement needs and develop detailed RFP/RFI/RFQ documents, including scope of work, specification, evaluation criteria and timeline.Draft and launch RFI/RFQ/RFPFacilitate the evaluation of vendor proposals in collaboration with CACIB stakeholder, ensuring the evaluations are conducted in a fairly and objectively.
Contract Management:Draft, review, and manage contracts with suppliers, ensuring compliance with company policies and legal requirements.Work with legal to finalize contract with selected vendors, ensuring compliance with organization policies and legal requirement.Monitor contract performance and manage renewals, amendments, and terminations as needed.
Cost Management and AnalysisAnalyze market trends and pricing to identify cost-saving opportunities.Monitor and report on procurement expenditures, ensuring adherence to budgetary constraints.Develop and implement cost-reduction strategies while maintaining quality standards.
Compliance and Documentation:Ensure all procurement activities comply with policies, procedures, and regulatory requirements including, but not limited to, the Singapore Compliance manual and Compliance policies and procedures as issued from time to time; Financial Security requirements, including, but not limited to, the prevention of Financial Crime and Fraud including reporting obligations to the Money Laundering Reporting OfficerMaintain accurate and up-to-date procurement records, including contracts, purchase orders, and supplier information.Prepare reports on procurement activities and performance metrics for management review.Analyze vendor’s risk, identify new sources, and strengthen the KYS database.Implement the appropriate internal controls and monitor for procurement activities
